Summary: Reporter/parsepmcs should not be using
public_ldap_committees now

The public_ldap_committees.json file contains members of LDAP committee groups;
these are not the official record of PMC membership.
The proper source for PMC membership is now committee-info.json from Whimsy.
There is no further need to use the LDAP committees file which is a historical
hangover.
