   Short answer is you cannot make the phone more precise. 
   
   Long answer is you shouldn't have a need to make the phone more precise...
   
   15 places after the decimal is like centimeters of accuracy.
   
   Most mobile phones only have the capability of giving you a GPS point with 
about 3-5 meter accuracy. And to get a meter accuracy, you only need 
approximately 5 digits after the decimal.
   
   I've provided a proof case here:

   Therefore, the first 5-6 digits after the decimal is the most significant, 
and due to the 3-5 meter accuracy, generally speaking the remaining digits is 
usually just noise.
