The original description here suggests we always want to create schema-aware 

That may or may not be the case. We do want to be able to create that as it is 
the densest representation, but I am unclear on whether a non-schema-aware 
consumer can consume an EXI created in a schema-aware manner. I believe the 
answer is yes. But we need to verify that.
