See test testSeparatorSuppressionNeverBadDiagnostic, added to illustrate the
problem.
The problem is that the diagnostic mentions the missing element, but the
element is supposed to be allowed to be missing. The fact that no separator is
found corresponding to it , which is how ssp="never" works, .... well there is
no diagnostic mentioning the separator.
