TravisCI is fairly unstable and often takes a while before tests even begin.
GitHub Actions provides more functionality and stability than TravisCI, and
it's tightly integrated into GitHub which is our main workflow. We should just
remove TravisCI support and switch entirely to GitHub Actions.
