Resolving this as Won't do.
This Calabash server component is no longer being maintained by us, and wasn't
migrated from NCSA to apache with the rest of Daffodil.
If at the future someone wants to revive this, they can find the archive at
NCSA opensource and start from that.
The two "items" in this ticket are
* create API
* enable use of Jar-files for delivered artifacts.
It is in fact not even clear if these are desirable enhancements anymore. These
requirements came from a planned use of Calabash + Daffodil that has been
abandoned.
