The daffodil-runtime2 jar contains only Scala classes and C source files
(resources), all of which were written specifically for Daffodil under the
Apache license by both Mike Beckerle and me pairing together some of the time
and me the rest of the time.
Therefore, LICENSE should be the Apache License 2.0 and is this what we should
put in NOTICE?
