Dave Thompson closed DAFFODIL-1406.

Verified that "notYetImplemented("nilKind='literalValue' with
lengthKind='bits'")" no longer exists in the latest pull from the daffodil
repository.
Verified commit 5ced4fa9eb8b0d21c10b983427a3ad7190300366 is where the last
instance was removed.
