The long review of [https://github.com/apache/daffodil-vscode/pull/51] has made
is clear that too few of the daffodil devs have thorough knowledge of the
requirements for the license and notices files, the kinds of things needed in
convenience binaries, vs. in source releases, requirements for other common
open-source licenses (e.g., EPL), etc.
A wiki page which is a checklist (maybe) with supporting sections and links to
the appropriate ASF pages about these things would be needed in case
[~slawrence] ever goes on vacation :)
