The '~' character is now reserved by ICU number formatting. To avoid an 
exception throw, Daffodil should check for this character in number patterns 
and issue an SDE. 

Thanks to IBM's DFDL leads for warning us about this incompatible change in ICU.

They also mentioned (on DFDL WG Call of 2022-04-07) that:
 * 'September' month abbreviation for eu-GB changed from 'Sep' to "Sept'
 * The '-' sign changed in a number of locales (minus vs. dash unicode char)

Future: Expect locale ID "eu-GB' to change back to "en-GB" since GB is no 
longer in the EU. I am sure had the GB voters known the havoc Brexit would 
cause for DFDL they surely would have voted against it :)
