Verified the specified commit (commit c81b213b02ac414a39290787cf2eea14d83fdc26)
is included in the latest pull from the daffodil repository.
Verified changes identified in commit comments were implemented.
Verified affected daffodil subproject sbt test suites execute successfully,
including added tests.
Need to create instructions somewhere on how to add/plug-in an external
charset. The instructions and the ability to add/plug-in an external charset
need to be verified before this ticket can be closed.
Reopening this ticket.
