I can confirm that the Fedora 35 build instructions work on RHEL8 after
enabling EPEL.
I also found that the EL 7 EPEL also contains mxml-devel:

EL 8 EPEL contains mxml-devel 3.1
EL 7 EPEL contains mxml-devel 3.0
Our build instructions claim that mxml-devel 3.0 is sufficient, so I suggest we
just update our README to combine Fedora/Centos/RHEL, and add a note that if
building in RHEL/CentOS, that the EPEL repository must be enabled first.
