Commit e6475462b3a9466bf76c81594901789df795a738 updates build instructions to
make it clear that EPEL is required for RHEL/CentOS to get the mxml-devel
dependency.
Note that EPEL for EL9 does not yet have mxml, so users must manually install
the EL8 RPM (which has been tested to work on RHEL9) or build mxml from source.
