XSD (and DFDL) allow things like
{code:java}
<element name="foo" type="xs:int" ... />
<element name="bar" ... />
<element name="foo" type="xs:int" .../> <!-- allowed -->{code}
Most other data systems do not allow multiple child elements to have the same 
name.

A warning is needed that a schema is doing this.

A way to escalate such a warning to an error is also needed. (DAFFODIL-2735)
