The Daffodil updates for JIRA ticket DAFFODIL-2663 were previously verified
implemented by code review. However, could not verify that the update works
without instructions for how to add/plug-in an external character set.
Closing ticket DAFFODIL-2663 as implemented in lieu of opening this ticket for
writing instructions.
Will verify feature and instructions when written.
