Ran nightly test suite with option -I sax on lastest pull which included commit 
661d307a3c0c9c3db3a653ca640481b6d9895b31. The nitf and uscg performance unparse 
tests failed.

Rolled commit back to commit prior to the 661d307a commit and the nitf and uscg 
performance unparse tests then passed.

When using the “daffodil unparse -I sax” command the nitf and uscg xml infoset 
files successfully unparse.
