There are multiple tickets related to prefixed lengthKink issues. This ticket
identifies/consolidates these tickets, listed below.

DAFFODIL-1704: PE undetected - Binary number parsers are missing checks for
bitLength
DAFFODIL-2115: Incorrect prefix suggested for bad steps in DPath paths
DAFFODIL-2193: dfdl:lengthKind="prefixed" with dfdl:lengthUnits="characters"
gives wrong parse result
DAFFODIL-2295: priorAlignmentApprox incorrect if term is preceded by separator
with text bit alignment
DAFFODIL-2626: Circular deadlock when computing stored length around
prefixed-length elements
