For some added detail, it looks like this test, along with many other
"scenario" tests were removed in commit
[2b4c228fa6209fc0cfa81c53912a2963c84f11fa|https://github.com/apache/daffodil/commit/2b4c228fa6209fc0cfa81c53912a2963c84f11fa]
as part of DAFFODIL-1556. That bug mentions that these tests were removed
because they were invalid because the escapeCharacter matches the
escapeEscapeCharacter.
