The excludes list in project/Rat.scala contains two entries that do not exist
in the repo:
file(".idea")
file("daffodil-test/src/test/resources/org/apache/daffodil/infoset/stringAsXml/namespaced/binMessage_02.dat")
I'm not sure where the second one ended up (maybe moved, maybe deleted) but we
should remove these so our excludes list is accurate.
