This PR won't build or run. Ignore that. I've stripped away the implentation of all this so as to focus review on how the layers came out from an API and supportability of the API perspective only. So what is here are all the built-in and test layers that are part of Daffodil, and the API files defined by Daffodil that these layers use/need.
