The [SOURCE_DATE_EPOCH|https://reproducible-builds.org/docs/source-date-epoch/]
environment variable is one way to create reproducible builds. The latest
release of sbt-native-packager adds support for this environment variable, we
should set this in our release candidate script so that the artifacts we
generate are reproducible.
