PR ([https://github.com/apache/daffodil/pull/1338]) added SpecifiedLength as a
wrapper around the regions in CaptureLegnthRegions. This led to questions as to
if we were properly adding/not adding the SpecifiedLength* parsers around other
parsers. For example we know SpecifiedLengthImplicit is necessary for primitive
strings, so that is being properly added. This ticket is for going through the
specifiedLength function and ensuring correctness.
