### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar feature requirement. ### Description 1. Update all time-series panels as the values of the 1st month are always less than the real data due to the time filter. 2. Remove panel '2.3 mean issue count and standard deviation of issues created in each month'. It's not accurate as the first and last month's data are not full. Also, the panel is not that actionable. 3. Update the style for '4.4 Ratio of Non-merging Pull Requests of All Closed PRs [Each Month]' 4.
