### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar feature requirement. ### Description This feature can help developers and users of DevLake who primarily use local setup to enhance the experience and save build time. An ideal user has a single or very niche plugin use-case. Eg: Only want to use GitHub and not the rest or otherwise. A simple configuration file or an option to run a specific set of plugins that are useful would be a great add-on. ### Use case Suppose if a user only needs to use GitHub but Docker-compose builds for the entire files (Jira, Feishu, GitLab, etc. are not used **all at once** in most cases). For low devices (~ 16GB of RAM), it takes a lot of time for the docker to build. I had to wait for a few hours but still faced the challenge. In my scenario, I had to delete all the plugins from the `plugin` folder to make it smooth, quick, and easy. A simple configuration file can be a good idea to reduce build time.
