### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar feature requirement. ### Description Currently, the Swagger API Doc is only available in Develop Mode by running `make swag` before `make dev`. However, it is not available in the User Mode by docker image.
