   ## What and why to refactor
   1. Sync policy file location is not reasonable.

   2. Start from selector irregular naming.

   3. The style is not beautiful, the time format is unreasonable.

   ## Describe the solution you'd like
   1. move **plugins/common/sync-policy** to **pages/blueprint/components**
   2. rename **StartFormSelector** to **start-form-selector**.
   3. adjust the style and adjust format for time.
