### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar feature requirement. ### Use case decouples config-ui/advanced-users from Jenkins API-specific detail ### Description During the investigation of #4657, we learned that Jenkins might have a quirk of special character handling, we might have to accommodate this behavior for users to collect data. However, the Jenkins plugin doesn't support #4396 yet, which makes it hard to fix and may waste our resources if we fix it right now.
