### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar issues. ### What happened To reproduce this issue, simpy collect any GitHub repos with some PRs, and do not set up any transformation rules. Once the data pipeline runs successfully, users can see data in the change lead time panel in the DORA dashboard while there's no data in the monthly deployments panel. The bug is caused by DevLake not filtering out PRs that haven't been deployed yet when visualizing cycle time.
