The main rationale is that some configuration values are cumbersome for users to fetch by themselves, like Jira customfield IDs and etc. And when users configure via Config-UI, it can help fetch those values from data sources so that users can simply choose the right value via a dropdown menu. This GitHub Issue may help raise the config as a code topic. Maybe as a proof of concept, we could try to spike just the ability to dump the current configuration and read from it.
