### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar issues. ### What happened I'm trying to set up a DevLake instance that scrapes [Apache Pulsar repository](https://github.com/apache/pulsar) stats. Should I try even smaller rate limit or use more access tokens.
