### Summary
Adds a `youtrack` plugin that collects YouTrack data into the TICKET domain
layer.
- Connection: YouTrack REST API with a permanent token. Retries on 429 and
5xx.
- Scope: YouTrack projects, mapped to boards. Remote scope listing comes
from the API.
- Scope config: names of the custom fields for Type, State, Priority,
Assignee,
Story Points and Due Date, plus type and status mappings. Type, State,
Priority and Assignee fall back to the default YouTrack names when empty.
- Subtasks: issues, workflow states, comments, issue changelogs, labels
(tags),
accounts, projects. Issues, comments and changelogs are collected
incrementally.
- Config UI: connection form, scope picker, scope config form.
- Grafana: YouTrack dashboards for MySQL and PostgreSQL.

`migration_schema_test.go`.
