ci: run CI jobs in apache/devlake:lake-builder-v0.0.16 (#9271)
Replace the unmaintained mericodev/lake-builder:latest image (2023, Go
1.20, bullseye) with the builder image now published by
build-builder.yml under the apache namespace.
Closes #9209
