**Describe the bug**
cannot pause the work flow when some tasks state is "submit success"
**To Reproduce**
1. worker down, only master is running
2. start a work flow
3. pause the work flow from site
result: work flow cannot be operated all the time
**Which version of Dolphin Scheduler:**
