### Search before asking - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement. ### Description After the master and worker nodes are offline and online, it is impossible to determine whether they have been restarted, which sometimes leads to failure to perform fault tolerance processing.
