### Search before asking - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar issues. ### What happened In WorkflowExecuteRunnable's executeTask method block, when `processService.submitTask` return false, it will return true. and this return value will cause the boolean variable named taskFailedSubmit cannot go into the correct state. Due to `taskFailedSubmit` is WorkflowExecuteRunnable's member variable, it will cause the method named hasFailedTask cannot return the correct results   ### What you expected to happen #### let me fix it ### How to reproduce when the db can not work， and at the same time ，the program call the `processService.submitTask` in the executeTask method block, it will reproduce the situation.
