### Search before asking - [x] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement. ### Description In some case, when we restart the master, there might cause all workflow failover to one master, we want to add a config to set the max count to master, once the workflow instance count in master exceed this count, the master should be busy.
