### Search before asking - [x] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement. ### Description Add a system-level configuration that defines the maximum allowed runtime for a single workflow or task instance. If the execution time of an instance exceeds this configured threshold, the system should automatically terminate (kill) the instance to prevent runaway tasks from occupying resources indefinitely.
