   ### Description
   
   Add a system-level configuration that defines the maximum allowed runtime 
for a single workflow or task instance.
   
   If the execution time of an instance exceeds this configured threshold, the 
system should automatically terminate (kill) the instance to prevent runaway 
tasks from occupying resources indefinitely.
   
   If the task/workflow doesn't set timeout or the timeour is larger then the 
system value then use the system value.
   
   ### Use case
   
   Prevent long-running or stuck instances from blocking system resources
