   ## Brief change log
   
   * add variable 'isStartProcess' in localParams control
   * show global params at pop-up when starting a process, and the param's 
value could be edit.
   * (fix) add empty string check for param
   
   ## Verify this pull request
   
   Manually verified the change by testing locally.
