## What is the purpose of the pull request
*Update version to 1.4.0-SNAPSHOT*
This directory `sql/upgrade/1.4.0_schema` already exists. Update the version
to `1.4.0` will ensure that the database can be initialized correctly.
## Brief change log

- *Update version to `1.4.0-SNAPSHOT` in all `pom.xml`*
- *Update version to `1.4.0` in `sql/soft_version`*
