   ## What is the purpose of the pull request
   
   *Support resource storage when fs.defaultFS=file:///*
   
   So the api pod and all worker pods can share the resource storage when 
fs.defaultFS=file:///
   
   This pr is just a cherry-pick of #4700
   
   ## Brief change log
   
     - *Add pvc-dolphinscheduler-resource.yaml for resource storage when 
fs.defaultFS=file:///*
   
   ## Verify this pull request
   
   This change added tests and can be verified as follows:
