   ## What is the purpose of the pull request
   this PR closes #4776 
   fix alert instance edit page partial parameter values are not displayed
   
   Note: Historical data of produced alarm instances will not be fixed, so 
manually update the Radioparam on the page
   
   ## Verify this pull request
   
   This change added tests and can be verified as follows:
   
     - *Manually verified the change by testing locally.*
