**Describe the bug**
Both the master and the worker is hanging after restarting and stopping.
**It may affect the actual restart and stop operations**
**To Reproduce**
On **dev branch**:
The normal video on commit 54fc458:

The hanging video on commit 43ba29a, which is introduced by #4626:

On **1.3.6-prepare branch**, the same thing is happening:
The commit 2c6b40c in normal while the 7100247 is hanging, which is
introduced by #5013.
**Expected behavior**
Bug fixed.
