**Describe the question**
There are some operations that modify multiple data on database, but there
are no transaction to ensure the operation is atomic. E.g
`ProcessDefinitionServiceImpl.createProcessDefinition`. It may cause data
inconsistency.
**What are the current deficiencies and the benefits of improvement**
Add transaction
