### Search before asking - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement. ### Description the private function 'checkResourceExists' should remove the userId condition; If we want to check the resouce exists or not, we should not user the userId condition. Because the resource was created by user, it's userId was the user who created it.
