I agree zhenxu, use optional is better. If you think it is unnecessary
to change `ServerNodeManager#getWorkerNodeInfo` in this pr, maybe it's better
to change the return type of
`LowerWeightHostManager.RefreshResourceTask#getHostWeight` to return
`Optional<HostWeight>`? This is a small change.
