### Search before asking - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement. ### Description Now the complement data logic in `WorkflowExecuteThread.processComplementData` uses the old processInstance and set id = 0, and run `startProcess` again; Which is hard to understand and no correct for memory map; So I suggest to create a new command for complement data instead of restarting process.
