### Search before asking - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement. ### Description `alertDao.listPendingAlerts()` in `org.apache.dolphinscheduler.alert.AlertServer.Sender` will continue to obtain records from the table `t_ds_alert` and send alerts. Currently, it is a full table scan, not an index query.
