### Search before asking - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar issues. ### What happened I find when we create a workflow with TaskGroup, the workflow may go into dead loop, and status will still in running. ### What you expected to happen work well ### How to reproduce 1. Create a TaskGroup with 3 capaticy. 2. Create a workflow with 6 task, and each task has a unique priority, e.g 1, 2, 3, 4, 5, 6, and use the task group 3.
