Currently, there is no way to mock `PropertyUtils` as we choose to remove `Powermock`. `Mockito.mockStatic` does not work for this class because `PropertyUtils` throws some kind of `initialization error` when mocking it. `Powermock` could use some mechanism to suppress the error.
