### Search before asking - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement. ### Description * Currently we have two `PropertyUtils` in `common` and `spi` module. * It is hard to maintain duplicate util classes. * Furthermore, `PropertyUtils` in `spi` module gives some kind of initialization error when we try to mock it using `Mockito.mockStatic()`.
